You're assuming that the novel was not the intention. I've written quite a lot about two of the characters mentioned, Lavinia and Luke, this was basically a little side story that wanted to get written so it did. I really struggled with the world building, because in my other stuff I have all of that dealt with already, and here it feels kind of half-assed, but I didn't want to have infodump either. YUCK.
